According to the Bell Mobility's Terms of Service (ToS) available at Bell Mobility terms of service

Bell Mobility's official policy about tethering is

IF YOU USE A DEVICE AS A MODEM OR TETHER WITHOUT AN APPROPRIATE DATA PLAN FOR THIS ACTIVITY YOU WILL PAY THE GREATER OF THE THEN-CURRENT PAY-PER USE TETHERED DATA FEE OR $15.00 PER MEGABYTE.

Currently Bell Mobility offers tethering on all data plans with monthly access fees of $50 or greater. If you are unsure if your plan qualifies please visit Voice and Data plans from Bell Mobility

If your plan does not qualify for tethering and you wish to tether please switch to the appropriate plan.
