There is no such thing as a "best phone". Different people have different requirements so one person's "best phone" might not meet someone else's basic requirements to even be considered. So in order for anyone to answer this you'll need to tell us what your requirements are, what you like in a phone, what you don't care about, what you actively don't want.

Most phones have a 'Night mode' in the camera app, and there are 3rd party apps like Camera FV5 and 'A better Camera' Both of which offer more control than the OEM defailt camera apps. ANd if your phone supports the Camerra2 API you'll get full manual controls (Aperture, Shutter speed, focus)

Always keep in mind of the third party, just learn to access the granted of third party apps.
It does not matter on what app you are going to chose, or even the cellphone, it depends on your own focus for a photograph.
