Help Best browser for WIFI, not obstructive

I recently got back from a continental tour. In Spain I was able to do whatever downloading I wanted with various WIFIs but in France I was constantly obstructed when I tried to get into Play Store to download a French Dictionary. I put the blame on Google Chrome but so far I have not heard anyone else making a similar complaint. What is the best browser that will allow one to do what one wants even if it seems to be dangerous as I don't keep particularly sensitive information on my phone?

I believe the Google Play store restricts access to certain apps based on region. So because you were in France, and had a French IP address at the time it doesn't work the same as in your home country.

Some times when I have probelms with the play store, I will access it in my normal Browser instead of the Play Store app. Then I can select an app and have it sent to my phone. Maybe this would work but it is just a guess (just as likely to send you to the French-region Play on browser as the app, but worth a try).

The issue is probably to do with international licensing/rights to a publication. I live in France and it is very difficult to get hold of digital books published in English (Kobo is one app that does seem to allow this). I doubt it is to do with any particular browser.
