Custom ROMs are specific to each device so it's pretty hard to say. Even "best" is a pretty subjective term because what's best for one user might be useless for another.

I would have thought that any custom ROM would give you access to all of the features of android. The question is what else it gives you, and of course what version of android it is based on.
A better way of asking would be to say what features you actually want.

Read my earlier answer: any ROM will give you "all features of android", or rather all features of the version of android it is based on.
Of course I don't know whether you know what is an Android feature, what is a Samsung feature, and what is an app that happened to come with your current ROM. Many people don't understand the differences. That's why I asked you to be more specific. But since your earlier post wasn't clear, simply repeating it wasn't helpful.
