Best PDF Viewer

We have a small fleet of Samsung Tab 4s in our organization. People would like to start using them for PDF viewing. The PDFs will be stored locally in the devices file system (the devices will not have any internet access most of the time). I would like a viewer that does not have adds. It would be nice if it had an nice interface for browsing PDFs in the file system but not necessary. It does not have to support reading or adding comments on the PDFs. The PDFs will be both normal (8.5"x11") sheets and larger ones (17"x11").

Please suggest the best PDF viewers currently on Google Play.

I wanted to use Adobe's but it looks like I can not use it with local PDFs only cloud based. Does this sound right? Because it seems insane that Adobe would not support local files!

Of course the Adobe viewer will work with locally stored files. What's the problem you had with that?

Someone somewhere recommended PDF-XChange Editor, which I tried and liked so much that I made it my default PDF viewer.
