Best top down shoot em up?

Yep good one too just got it. Plus you can of course use FPSE for some of the games for PSX or other emulators for Genesis etc.
 
Advent Rush for a polished, Japanese anime bullet hell type of shooter. Very tough, though, very squeaky Japanese (the music, the voices, the enemy designs) if that's not your sort of thing, and no difficulty levels.

Shinobi Barrage - another bullet hell shoot-em-up, not as slick as some of them, but it's still a great game and it's free. No install to SD last time I checked, though, if that bothers you.
 
Get pc.emu in the Android Market. There are tons of great PC Engine/Turbografx-16 shooters (Blazing Lazers, Soldier Blade, Super Star Soldier, 1941)
