Im sorta wondering the same thing. I mean is there some confusion as to whether or not android is actually a console? It's a phone platform. Tekken 6 is a.... current generation console game. Yeeeheeeah.

You can play Doom, but all phones as far as I know at the moment can't play anything like SF4. If you like games and you own the games try Snesoid that will run classics like Chono Trigger, Final Fantasy 3, Final Fight, Super Mario. Even with a modest piece of kit you should run it no problems, in fact on my zte Racer I play these games I mentioned .

remember you need the Roms i.e. Games which will run on Snesoid
you can pay for Playstation one emulator on the market but its not free
Plus having not tried it myself I can not say if it will run on your phone
and is probably made for your high end phones like GS or Desires and the like
