is there anything out there that will prevent an app from starting when the phone is restarted???

i'm nonrooted and have no intentions of rooting at this point in time.

I believe the only apps that can do this require root. But FYI, just because you see an app that's loaded, doesn't mean it's actually running. Android likes to keep it's memory full, as there is no point to having empty memory. If an app requires more memory, it will automatically free that memory up.
