blocking a specific number

Usually you can block a limited amount of numbers through the provider.

Or

Some phones have the ability to reject certain numbers in the system, not sure about the S3 though. If it's there it would likely be under the call settings.

So it depends on what you want to do.
Block or auto reject.

If all you want to do is auto reject a number, most good antivirus apps have that option if your phone doesn't. The call will be rejected as soon as it reaches your phone, but will usually result in them still be able to leave a message.

Calling your provider will usually result in the call being intercepted before it reaches your phone. I'm not sure if they can still leave a message though.
 
I have a Verizon Galaxy SIII (SCH-I535) running stock 4.4.2 and call blocking is apparently built in. I select "Phone" then the "Menu" button (lower left soft button) then "Call Settings" then "Call block" then "Call block list" for either Incoming call and/or Outgoing call on that page. It shows that you can block up to 100 numbers that you enter yourself. If your carrier or if your android version is different, you may or may not have the same option to block phone calls directly from the phone itself. If that's the case, then you may need to get a third party app from the Google Play store to block calls as suggested earlier.

As for text messages, I use Handcent and that app has a "Blacklist" function in its "Security Lock" setting to similarly block texts from specific numbers.
