Help Blue Bars and Arcs

If I go into WiFi, my hotspot strength shows 4 blue arcs. But when I go into Facebook or some other app that uses WiFi, I only see gray arcs for the WiFi. The same is true for my 4G bars; they are gray.

Unless they are blue, don't get any Internet. Help!:p
