I have a Version new Galaxy S that does not recognize any blue tooth devices when I try and scan and pair.

Have you tried pulling the battery and turning your phone back on?
Sometimes the Bluetooth can be fickle. Otherwise, turning the Bluetooth on and off might help.
Also, be sure you have made the device you are trying to pair discoverable. It might take a few seconds.
