Is there an affordable Huawei phone that has Android 4.3 or higher, and BLE (Blue Tooth Low Energy?

update: I just synchronized the Shine with my daughter's Nexus 7 2nd gen tablet, but would still like to have a cheap Huawei phone with BLE...
