Bluetooth not turning on.

My wife has a Droid Turbo 2 and while trying to turn the bluetooth on it doesn't come on. It looks like it attempts to come on but immediately turns itself back off. Tried restarting the phone and that doesn't help. Is there any fixes without wiping the phone? I couldn't find anything online with my searching. I booted into safemode and bluetooth turned on and worked. So i reverted it back to regular mode and its not working again.

Any help would be appreciated.
 
Since it worked in Safe Mode you have installed an app that is causing the problem. You now have to figure out which app it is.

I don't have a Turbo 2, but can you go into settings / apps, tap the menu control top right and tap "app permissions" and see which apps have Bluetooth permission?
 
i'd start with any apps that are maybe a battery saver one that might be trying to turn it off, or anything like IF where it might be adjusting phone for her
