Bluetooth problem

i have a Samsung galaxy S3 and i am having problems with turning my bluetooth device on... i haven't been able to turn it on for about a month now.

Is this your bluetooth on your phone or bluetooth on a particular device?
If it is your phone, restart your phone, then go to Settings - Bluetooth and select the Off button to turn it On. Also, turn on the bluetooth device and put your phone into discovery mode by selecting where it says only visible to paired devices to change that to all devices.
That should allow you to search for your device and pair up!
