Bluetooth won't work

Scan wont show any devices in bluetooth unless it' s actually touching desired device. Remove the devices and they disconnect. ???

Also thos is my first post... learning here

I bought a phone from TracPhone(CDMA provider) and want to use it on ATT(GSM provider). I called TracPhone and they said the phone is already unlocked and that I can use a different carrier. But when I put my ATT sim card the phone does not recognize it. I checked Mobile Networks in settings -> Network mode was set to "CDMA" and there is no option to switch it to GSM.

What Can I do?
