I am having the same issue on my zte obsidian. Isn't rooted nor has there been any updates to the software. On top of that my WiFi won't turn on either. I've rebooted my phone countless times. Reset... Hard reset... Wiped cache partition but the problem persists. Is there any app that will help fix this problem

Not quite sure. Last night my phone died and I plugged it in but left it turned off. This morning I turned it on and behold my Bluetooth was on, mind you it wouldn't allow my phone to be discoverable. I'm perplexed. Not convinced its a hardware issue. If that was true the problem would be permanent...wouldn't it. And what hardware would be causing both issues?

Possibly a problem with the radio hardware, that could certainly cause both BT and WiFi not to work right. If you've already tried rebooting and factory resetting it, and it's still not right, there's nothing else I can suggest you try. Is the phone still under warranty.

@mikedt is right..for the guy who tried everything and no solution..but for the rest of them, bare in mind once I had that same issue and a deep format reset adjusted my Bluetooth..

Another occasion I had a guy to change the antenna of the phone..

Hope that gives you some light.

It is a second hand phone. Not sure the warranty applies in this situation. The only thing I haven't tried is getting it to boot into safe mode due to the fact that im not sure if I'm doing it correctly. It says to hold down power button while phone is on to bring up menu options then press and hold power off until it reboots but...

Or do you think that this procedure would be a lost cause. I just want to be thorough in my troubleshooting before I crack open the phone.
