No they didn't. while humans are animals, THE TEXT OF THE BILL does differentiate between humans (which it refers to as persons) and non-human animals (which it refers to as animals).

Are reading the same bill? The one in question doesn't say the word dumb or creature any place that I can find. a computerized search of the bill's text did not show either word to be there either. Please let me know where it appears if I missed it.
