Bricked Phone?

My phone was on its last bar and the screen came up "Connect to charger". I was not able to get to a charger. I was on a website and the screen froze. Next thing I know when I got home the screen was black. I put it on the charger, but it wouldnt turn on. There is a slow flashing red light on the upper left corner. It is a Motorola Android Razor.

Have you tried taking out the battery and putting it again and then try to see if it starts charging?
