Do you mean cell broadcast? It's basically a way of sending the same message to everyone in a certain area. I'd guess it's what Trump's using to send out his beware of Mexicans message :)
 
You might remember in the news a year or two ago that someone in Guam accidentally pressed a button in an office and it sent out a missile strike warning to every phone on the island. That's what it's actually for ;)
 
All phones have it I think. Cell information broadcasting is part of the original GSM specifications. Whether there's any user settings for this or not, might be down to the individual device manufacturers, and probably the countries and regions phones are intended for, e.g. "Presidential"(shit's hit the fan) alert and "Amber"(missing kids) alert services in the US
