what is mean by build number, and what is the use of it

The build number can refer to a number of things. Here in the forums it usually means the build of the bootloader you are running. It let's you know what mods or ROMs can be flashed on your device.
Example.. Some mods and ROMs that are made for a certain build number can brick (ruin) a device if it is flashed on a device that has a different build number that it is made for.
