buying a new phone in store activation?

Lets say I want to buy 2 phones from metro store, what is the actual rule for buying it and activating it, I dont want to activate either since they are a secret and cant show I have one til xmas, SO.... can someone post facts and how to get the phone without ordering online. so when i do go in I can argue my case.

Just go & say you'd like to buy a phone for a family member as a gift and youd like them to activate it when you give it to them
That's what I did when I went the sales rep said I had to activate it there but that's what I said to skip the fee^
