Help Buying a Samsung Galaxy S5 off someone

Hey guys, I'm planning on buying a new Samsung Galaxy S5 off someone on kijiji (site like craigslist), i'm wondering right after I buy it can't he just black list it? If so is there a way to prevent that from happening, like transferring the IMEI from him to myself through a carrier store? Thanks in advance for the responses and help!
 
He can blacklist it only if the service is still ongoing. If it's deactivated. He can't. It's not the carriers problem anymore if it gets stolen (if its deactivated)
 
Do it at the carrier's store. Once they've confirmed the change of ownership on the system, there should be no way he can subsequently report it stolen and have it blacklisted, maybe because of insurance fraud. That also makes sure there's no outstanding contract attached to the phone as well, because contract default can also cause the carrier to blacklist the phone. And also proves it's actually his property to sell, and not stolen.
