Cache Memory

In 'Advanced Settings' I have set the phone to 'No Cache'.
Nonetheless, the phone switch this setting to 'Basic Cache' again after a certain time.
Is there a way to make my choice permanant?
I noticed that my phone is slowing down considerably when using 'Cache Memory' and about 95% of the applications in Cache are programs I never use.

No, I've never seen that on any of my phones either (and I've been using Android since 2.1, currently on 8.0, and though I've skipped a few versions that covers a fairly large range).

However, since the OP refers to "cached apps"
rather than app caches I wonder whether this is some phone using a strange name for something like the "background process limit" setting? I would think it might be the "don't keep activities" setting except that is a toggle rather than having gradations.
 
What you don't see?
The 'Developer options' is a function build into Android and need to be activated by pressing 'Build number' 7 times.
It is not specific to any brand of phone.
The setting I am referring to is the 'Background Process Limit'.

In your first post you called the settings "no cache" and "basic cache". You put those terms in quotes, which naturally led people to assume that is what the settings on your phone were actually called, as opposed to what is show on your screenshot. And of course none of us had seen those settings anywhere, which was causing the confusion.

So now we know what the setting actually is, maybe someone will be able to help. What device is it you have though? I've never felt the need to use this setting on any device.
 
Why dont you just delete those app that you dont use? Also Install an system cleaner i think some has options that might solve your problem.

Almost every system cleaner I have tried does not prevent programs to use Cache Memory or limit Background Processes.
Most System cleaners offer some kind of Manual/Automatic freeing of the Cache Memory, but not the background Processes.
I did notice that most of the programs who trigger the background Processes are System programs which can not be deleted.
