I have Samsung galaxy note 2. when I activate the 'Call waiting' option, I get the below error: /unexpected response from network

If you have T-Mobile's Pay As You Go no contract phone, I believe this error means that call waiting is not supported. You could try calling your provider and ask them why you are receiving the error.
Unexpected response from network basically means that you can not edit that setting yourself.

Call waiting is a network feature, and whether it is available or not will depend on your contract or tariff. For example, on my home network it is available to contract customers but not to pay as you go (pre-paid).
Unless you are sure that call waiting works on your number (e.g. with your SIM in another phone if you are using a GSM network) I'd suggest checking with your network provider whether it is available to you.
