Calling All Artists! Please Recommend an Art App...

I want to paint (oil painting, watercolor, etc.) ... BUT - I can't draw that good. Is there an app that will allow me to just paint a blank canvas of an outline of a landscape or something like that? Like an app that comes with outlined guides but you add all the colors yourself? Please let me know...

I'm a graphic designer by trade, so I work in Photoshop, Illustrator, Coreldraw, etc. On Mac's and PC's...
Never found anything as good for mobile. But open to suggestions.

I do graphic design too. But I'm not looking for apps like Photoshop, Illustrator, etc. I'm looking for painting apps (watercolors, oils, etc.)...not graphic design. Maybe I'm not wording it properly. I want to paint landscapes and oceans and flowers, etc. ... but I can't draw that well so I need an app that will allow me to import photos that I find on the internet and trace them and paint them with my own colors...if that makes sense?
