The 1st thing I would do is install a 3rd party camera app from Google Play, Amazon, etc. Try the new camera app and see if the pictures are still blurry. If not, them you may want to keep using the 3rd party app or look for the stock replacement.
If the 3rd party app you installed is still taking blurry pictures theN you probably have a hardware related issue with your camera.
There is another option you can try. Go into your device settings and look for applications or apps. Look under all and then look for your camera app. Select wipe data. MAKE SURE ALL OF YOUR PICTURES ARE BACKED UP TO A COMPUTER 1ST!!!!! Most devices store pictures to the sd card but just in case you don't have an sd card, PLEASE MAKE SURE YOU BACKUP YOUR PICTURES BEFORE CHOOSING TO DO A DATA WIPE.
