I discovered the answer on my own! As long as I don't close my Galaxy Note 4's camera program after setting the ISO to 400, the ISO 400 stays set. That's true even if the phone turns off and is restarted. Keeping camera at 400 ISO keeps pictures from showing motion blur even when my hands were shaky. Yippee, I'm getting great photos!!!
