Hmm..... A techincal solution would be download a cleaner via google play, I use CCleaner a ton, it works wonders on my devices in the past, also on my p.c. - cleans all that gunk off.

Have you tried a different camera app from the play store just to see if it works with another app?

Couple questions...
Stock camera or 3rd party camera app?
If stock camera, what happens when you try to open the camera? Does it give you an error such as "camera has stopped working" or does it not even respond to your request to open the camera?
When you cleared the cache, did you do it from the camera app itself in the "manage applications" menu? Did you force stop, clear the cache, clear the data, reboot?

If that still did not work, download a 3rd party camera app such as Google Camera to see if that works:

Edit: ya know what, that camera app may not work with your device as I was reading the info there, so try this one:

Does the camera open up when you are composing a text and want to attach a photo or does the camera crash then also?

You could try running in Safe Mode. If the problems disappear they were caused by an App that you added.
