Can a mouse do things that touchscreen can't when using adobe flash?

If you use a mouse, can you do things with Flash web programs that you can't with just the touch screen?

I'd really like to be able to so this. I don't want to have to use a laptop to take full advantage of Flash.

I've asked Reddit this question and I have been able to get an answer. It's hard to believe that nobody knows.
