Can a new android developer make 500$ a month out of his new app ?.

Because I heard that Developers don't make money out of their apps While a small section of developers are making making all the money

Well a Bubblegum salesman can make $500 if he sells enough bubblegun....

.... of course if he doesn't then he won't

It's really tough these days for an independent developer to make serious money from app development. As Andy says, your pre-requisite is to have a really good app, and this is dependent on you having a really good idea.
And unless you have some serious money for a comprehensive advertising campaign, then you're at the mercy of the Google App Store listings. In a lot of ways it's down to luck. Even if you've created the killer app, if no-one knows about it, then chances are it's not going to make a lot of money.
Catch 22 really - until you've built up a reputation, then your apps are going to be in the backwaters. But you can't build up a reputation until your apps sell in big numbers. I don't know the figures, but I believe most developers generate revenue from in-app advertising or purchasing.
Bottom line is, you shouldn't give up the day job ;)
