Help Can all smartphones open pdf by default?

Can all smartphones (android phones, iphone, windows phone) open pdf by default.

My Samsung S4 can open pdf since day 1 I got the phone. I am just wondering if all phones could open pdf by default when you first got the phone (without installing any extra app).

I am thinking about this before I send a pdf to another person.
 
There are many apps which can read PDF. There's a fair likelihood that most Androids come with one of those installed, but I won't promise all.

It's a trivial matter to install an app if needed, so I don't see why it's much of a deal either way.

The OP wants to know and asked a question........... Just because it doesn't matter to you doesn't mean it shouldn't to the OP. [emoji41]

It is not a trivial matter to people who do not know how to install apps. There are some people and older generations that use smartphone to call/sms/take photo/view photos only. They do not know how to install apps. They only know how to tap a file to open to view.

Asking this question because if all phones can open pdf, i will send in pdf format, if not I will send in image format like png so everyone can tap file to view immediately.
