can ANY phone be UNLOCKED?

good day everyone... I got a T-Mobile Pre-Paid Samsung GS3 LTE 16GB, Titanium Gray/Marble White from Wallmart T-Mobile Pre-Paid Samsung GS3 LTE 16GB, Titanium Gray/Marble White: Prepaid Cell Phones : Walmart.com

my mom got it and she can ship it to me overseas ..
I plan to use it over seas for my travels ...

but before she ships it I'd wanna make sure it can be unlocked for sure - what do you think?

do you know of any case ever that this can not be unlocked?

how? where/what site/service?

or maybe I just better of getting a factory unlocked from eBay?

prepaid is generally service locked and frozen to the carrier it is meant for CDMA... GSM (SIM) is another beast all together.
