can I change owner account w/o full reset of device

I would like to log in on Droid as a different user and keep the installed apparently and settings the same. Then use the phone via WiFi and no cell service.
I am getting another android phone and want to use my current account to load up all my apparently.

You can do it fine, so long as you have no paid apps on your phone. If you have paid apps, you will have to uninstall them before the phone lets you switch accounts.
