I have an android kit kat, and the apps page is just a boring black. I changed the home screen and the lock screen, but I can't figure out how to change the app page. Thanks.

It's likely that, by default, what your asking can't be done. The solution? Download a third party launcher.
I use ADW launcher and using it you can set the color of the app drawer (and tons of other things)

Some launchers let you change color, etc. such as Nova Launcher.
