can i download apps to the labtop then to x10

well it depends on what type of apps. If it is straight off of the official android marketplace then that is a no. But if its a 3rd party apps, unknown source(which android allows install of these apps in settings) then yes you can transfer them using a USB cable and mounting your X10( plug your USB cable into your computer and phone, then pull down notification shade and click on the USB icon that comes up and click "mount") and this allows for you to put the app on your sd card, assuming you have one.
