Help Can I make my external SD card be my main storage on other than Cyanogenmod?

I have Cyanogenmod and I saw the option to switch the USB Storage to SD Card storage. Now instead of having 2GB to install games, i have 8GB. I dont even need to move stuff!! It's amazing!
That's why im asking: can i make the same thing on my tablet without Cyanogenmod? I have 800MB Internal memory, 5GB internal sd card and 8gb external sd card. I jsut want to switch places beetwen internal and external cards, because when i move apps to sd card, it doesnt actually move there, it moves to the internal memory. Screw this you get it
 
but how can i do it on cyanogenmod but not on others? i understand this sad answer, but i still wanna know why. is it because of the phone or something?
 
It's because of the OS on your phone as it does not have the same permissions as Cyanogenmod
