Technically most phones are locked to their specific carrier with some exceptions. When I say this I am talking about the big companies, Verizon, AT&T, Sprint, and T-mobile. Right off the bat they are separated, AT&T and T-mobile use what they call GSM technology, Verizon and Sprint use CDMA technology. So for sure a Verizon phone cannot get onto AT&T and T-Mobile's networks. Basically Sprint and Verizon use different bands on CDMA and you cannot migrate phones. It is much deeper rooted than this but I wanted to give you an overview.
But there are companies who run off of other carriers network. PagePlus is a good example of a company you could most likely switch to, if you look at their page they say most Verizon phones can be ported to them.
