Can not connect to local network with no internet

I need to access a WiFi hotspot with no internet: the wifi connection works fine. But the browser can not resolve the local network address that I entrer an ip addres or a hostname.

I actually works if i turn off the cellular data that seems to force the wifi. I does not work if cellular data are on.

Is they a way to force the phone to look on wifi for local address without turning off data ?
 
There's a setting to use the cellular network when the internet is unavailable on wi-fi. Not sure where that is on a Pixel 2, but it's in there somewhere. Turn it off and you should be okay.
