Help can power button be used to toggle touch screen input on/off?

what i want to do is have the power button toggle the touch screen input off and on, with a single button press each time. i want to be able to turn any and all screen touch input off, including the ability to slide the notification bar down, so the only things working are the power button (to toggle the touch screen input back on) and the volume buttons to control music player volume... basically the power button blocks input but i can still see my screen..

as far as turning the screen completely "off", which the power button normally would do, i don't mind using a soft power key/widget to do that, or a long press of the power button would be even better

a bonus would be to have the screen turn a tinted color when the touch screen input is off, as a visual cue.

i've been messing with all sorts of various macro, power button and task type apps trying to figure this out, no luck yet, and am hoping someone can point me in the right direction to an app or combination of apps that will help me do this...

i'm not afraid of getting into some programming if i need to, i'm just new to android and not sure if i'm looking in the right direction.. "Tasker" seems to be popular and may do what i'm asking, but i was hoping to confirm that before is spend the few bucks for something i might not end up using..

my phone is rooted, if that helps. verizon LG VS450PP w/ android 4.4.2
