Can shortcut to file be created?

I am trying to make selective files and/or apps available to another user of my tablet (Android version Jelly Bean 4.2.2) so that choices are as simple as possible. I have created a folder "Games" for apps and a folder "Videos" for files. The files in question are downloaded mp4 videos. How can I move them (or better yet, shortcuts) into the Videos folder?

1. I don't see how to create a shortcut
2. I don't know how to move the files themselves into the folder

Can either of these actions be done in 4.2.2?
