Can the LG V30 do this?

1: Use a voice phrase like "OK Google" to open the phone when the LOCK SCREEN IS ON.
2: Be able to take a a picture by telling google assistant to "take a picture" and doing nothing more.

Need a high end hands-free phone that can do these so I do not have to unlock my phone while I am driving or doing other things.

Yes to both.

When I tell Google to take a photo, it does take a moment, though. It first says, "opening camera", then does a countdown: 3,2,1 before snapping. Perhaps this could be changed in the settings.
