Can the OnePlus 5T do this?

1: Use a voice phrase like "OK Google" to open the phone when the LOCK SCREEN IS ON.
2: Be able to take a a picture by telling google assistant to "take a picture" and doing nothing more.

Need a high end hands-free phone that can do these so I do not have to unlock my phone while I am driving or doing other things.

Can someone confirm for me if this video is accurate?

Been in a lot of forums trying to find out if the OnePlus 5T can do the following.

1: Use a voice command to wake up a locked screen
2: Take a photo using only voice commands.

I'll paypal anyone who does these tests for me some $

To answer question 1 - apparently no Android phone can now do this

Actually I have several members of XDA, as well as LG forums, saying that an LG V30 can program a custom phrase, which will unlock the phone, and then "OK google" can be used as voice command from that point.
Despite these reports I am waiting for one of them to send me a video or for the company to answer my email before I buy one.

From the response LG representative sent me:
"Regarding your concern, please be advised that you may indeed unlock the phone's lock screen or wake the screen up via voice command through the Voice Recognition feature of the LG V30 as stated on the following page:
http://www.lg.com/us/cell-phones/lg-US998-Unlocked-v30 "
