can u "call joe" without google in the loop?

Lonnnnggg ago I had a flip phone that I could say, "Call Joe" if they were in my contacts and it would, and without google or verizon or any service involved in the voice recognition and placing the call. Even if I had no signal it would try. I prefer as tight of privacy as possible (I know, you can only block some of it) and so have turned off google assistant AND its access to microphone. Is there anyway, 3rd party app or built-in capacity, to get it to voice recognize a name and call it without that going through google? OR, if not that, just to get it to recognize the numbers if I tell it to "call 123-45...."?

Honestly I don't know if the third party dialer apps from the Play Store go through Google for their voice recognition. I'd assume they would but it might be l worthwhile to give them a try and see if they pick up the microphone even though iit' disabled in Google. Nothing ventured nothing gained I guess :)
 
Before posting I did a search and at first had a hard time finding apps or info because searches seem to all result in things about google voice and internet phone. The few I found indicate you need google voice installed which makes the app sound like just a UI on top of that. Others just say you need a data or wifi connection. All seem to either be using google or doing similar. I thought there might be something in android or motorola I'm missing. I've since found one, voicedial by sensory, the explicitly says it does it on the phone. It's not smart enough to use my bluetooth button though. When I press that it still says I should activate google assistant. So some kinks to work out but it might do the trick.
 
I had a feature phone, I believe it was the ENV2, that did this it used nuance dragon software if I recall a brief Google showed they still make software, you may be able to go down that road. The trick would be to figure out how to make it run efficiently with the screen off or program a hot key like double tap up volume to activate it.
