can we detect before any app access speaker in android

hi am creating a recording app with background service.i want to stop recording when any of the app in device start to stream a audio.like ringing or browser playing music ,is there any way to know some app is going to out put the sound.i just want to stop recording in background when device output some voice.Thank You.
