Welcome to the site! :)

You can locate a lost Android phone with Android Device Manager - it has been added to every Android phone running 2.2 or higher. For this to work it must be connected to a network and not have been wiped/reset yet.

Android Device Manager lets you locate your device on Google Maps in a browser, and you can ring your device for five minutes. You can also use it to wipe personal data, if you set it up in the Google Settings app on your device before hand.

The title says "OFF" and the answer to that is NO.

the phone must be on, and still be in service ( SIM card still in it ) and have a DATA signal available.

If the phone is off, all you could know is your phone's last known position.

The ONLY time my phone is turned OFF, is to do a reset to stop an errant app...

for some reason, MX Player disappears so I can't find it, and keeps playing whatever file it is reading.... and I want it to stop... and I can't do it.... so have to turn the phone off. I have disabled that app tonight...

If you had location on on your device you could see your last location on a browser , you would have to sign in to your Google account and under find my phone you should find the last location.
