Can you turn off MOTOBLUR A-GPS

I have a friend that recently bought a MOTOBLUR that touts it can track a lost phone through A-GPS. I figured there are some caveats to this... such as the person that stole it must have it turned on, outside, and a clear line to the sky. Is there also a way to disable it?
 
I'm not an expert, but this is my understanding.
1) Yes, you can turn off GPS
2) It doesn't stop the remote wipe feature because that's based on motoblur and the sim card.
3) Million dollar question: can one remotely turn GPS back ON a phone if it's reported stolen?
