can you use wifi in Europe with proclaim?

Wifi has nothing to do with the SIM. Wifi is the same all over the world. It'll work.
Your phone won't, though. You won't be able to make phone calls, send or receive texts, etc. But if you use internet apps you won't have any problem wherever there's an open wifi signal (or a secure one and you know the password).

You can fully use your phone if it is tri-band. North America and Canada uses a different frequency (1900) than Europe, or Asia.
