cannot make calls

I can't make outgoing calls in my samsung gts 5301.

Can you receive calls?
Do you have bars?
Have you tried restarting your device?
How late ng has this been happening?

What have you done to troubleshoot the problem?

I drop my samsung2 phone in water and I cant make calls or send message everthing else is working what should I do
