Can't add music to Google Play- error code 16?

This has been going on for several months, I can't add music to Google Play like I used to be able to. I've tried Chrome Browser, I've tried just putting the music in the Google Play folder on my desktop, and I've tried Google Play Music Manager. Nothing works and I get error code 16.

I don't have Avast or AVG so I can't try disabling them. I have BItDefender, apparently there's no way to just turn it off temporarily without going into Safemode, so there's got to be some other solution besides disabling anti virus software...

Please help!

Edit: Nevermind, restarted the phone, and it's there. Wonder why I get that error code though...

Try this too:
This error is related to avast antivirus. You have to:
Sign off from your google account
Close / exit chrome (if chrome running at background right click and exit too)
Turn off Avast Antivirus OR open avast dashboard --> setting --> active protection --> web shield --> customize --> Disable the option "Enable https scanning"
Open chrome again and sign in
Now you have to be able to upload your music
