Can't answer my phone!!!

I am fit to be tied!! My phone seems to decide whether or not IT wants to display the green "receiver" icon when I get an incoming call! And I just got a call where I could feel the vibration of the phone telling me I had a call but my phone displayed no icons or ways to answer the call!! Is there a simple way to answer a call when your phone is acting foolish? Or, more importantly, is there a way for me to find out why I have a history of not being able to answer stupid friggin calls on this relatively new phone?

How do I find out?? This never dawned on me!!

How do I find out? (I know I never put a call blocker on anyone in my address book!!)

Look thru your installed apps from your settings.
It may be an option that's pre-installed on your phone.

Also look thru your contacts, one by one and check each one's settings, like ring tones
